A Scaffold to match a World Heritage Site
A 150-foot (29-metre) scaffold now envelops Blenheim Palace in what has become one of the most ambitious heritage access projects undertaken in recent years.
On site, it has earned a fitting nickname, “The Beast.”

As one senior figure from Allen & Foxworthy put it:
“There’s a saying we all know, Beauty and the Beast. But nestled in the Oxfordshire countryside, it’s more fitting to speak of Beauty within the Beast! A staggering 150-foot-high scaffold and temporary roof structure that envelops the iconic Blenheim Palace in its grandest ever conservation effort.”
Constructed to provide access for major conservation works to the Great Hall, Saloon ceilings and the Palace’s vast roofscape, the structure remains fully visible to the public, an unusual choice for a heritage site but one that reflects the project’s emphasis on transparency and craft.
Award Recognition for a Landmark Project
The scale and complexity of the operation have already gained industry attention.
The Blenheim Palace Roof Restoration initiative has won two national Scaffolding Excellence Awards for Scaffold Design of the Year and Project of the Year at Scaffex25.
It has also brought a landmark first for the sector. Allen & Foxworthy has become the first scaffolding contractor ever to be nominated for a National Federation of Builders Award, and the first to be accepted as an NFB Heritage Member.
According to the company, these milestones mark wider recognition that scaffolding craftsmanship and engineering capability are integral to the UK’s heritage works.

A monumental brief delivered by hand
The project required full internal and external access for plasterwork restoration and roof repairs across the 300-year-old Grade I listed site.
Crane use was prohibited due to heritage constraints, meaning the entire 400-tonne structure was built by hand.
The scaffold features:
- A 47.75-metre DESSA Uni Roof system
- Full weatherproofing through storm-stopper sheeting and monoflex
- Two public staircases, two contractor access routes and a 1,200kg goods hoist
- A high-level public viewing gallery completed three weeks ahead of schedule and opened in May 2025
Paul Allen, Managing Director, led a redesign after tendering, shifting the scheme from segmented scaffold areas to a single unified structure.
“Our final design was driven by practicality, heritage sensitivity and access needs,” he said. “It was challenging, but that is where we thrive.”
Four of the five shortlisted main contractors adopted the revised concept.
Accessing ceilings last seen three centuries ago
Internally, scaffolding was erected in two of Blenheim’s busiest rooms: the Great Hall and the Saloon, which contain baroque ceilings that had not been accessible in such proximity for three centuries.
David Anderson, General Manager at Allen & Foxworthy, said:
“This project is extra special. Nobody has been this close to the ceilings or roof for three centuries. It is a privilege to provide that access.”
The team worked exclusively at night to keep the Palace open to visitors. Daily logistics required segregated working zones, unbroken fire escape access and strict delivery windows.
Anderson acknowledged the pressure this placed on the workforce:
“This project has stretched our resources, but the whole team, from scaffolders to office staff, have risen to the occasion.
And impressively, we have still delivered on other projects while doing so.”
Logistical complexity across a protected estate
All materials were transported using 7-tonne vehicles from a compound 1.5 miles away to avoid damaging historic landscaping and root zones.
“We specialise in historic works,” Anderson noted. “And our knowledge is what sets us apart.”

Engineering and water management innovation
The temporary roof required specialist detailing to protect Blenheim’s original rainwater management system.
The team developed a temporary guttering solution that worked with the Palace’s historic damper points to prevent water ingress during works.
A 51-metre box beam was constructed within existing lightwells, while scaffolders worked directly from walls and window sills where access was limited.
Every component was installed manually.
The public observation platform, expected to take 12 weeks, was completed in nine.
A visible structure celebrating skilled trades
Unlike most heritage projects, Blenheim chose not to conceal the scaffold with full sheeting. Instead, “The Beast” remains prominent, offering visitors an unusually close view of an ongoing conservation programme.
David Anderson described the scheme as a career highlight.
“This project was special. To be the first in three centuries to provide access to the Great Hall and Saloon ceilings is an honour. Our team delivered something that required sensitivity, technical expertise and deep heritage understanding. It is not just a scaffold, it is a legacy.”
A growing legacy for Scaffolding in Heritage
With a workforce engaged across 18 to 24 months, the scaffold will remain in place until 2026. The public can climb the viewing platform for a rare vantage point over restoration works and baroque ceilings.
The company emphasises that it selects its projects carefully, prioritising heritage complexity over volume.
As Anderson put it:
“We have to be excited by the work. And our scaffolders love being part of something extraordinary.”
One senior leader reflected that recent national recognition reinforces the central role of temporary works in heritage preservation.
“Allen & Foxworthy has proven that excellence in scaffolding is not just a supporting act. It is very much centre stage in the story of heritage preservation.”
